Looking for Budget Gaming System-trying to stay between 5-700

Ok 3-5 FPS was not acceptable for fighting an outdoor world boss, which means that it's time for a new PC if I want to do outdoor raiding. Unfortunately I have no time to look up things like that so I turn to my friends for help and advice. I have a budget of 750.00, what's the best rig you can build. I have a copy of XP Pro but if DX10 and higher is worth going to Win7 Ultimate I'll consider it. Below is my current build:

Case = use your old one as long as it's a full tower.
RAM = Patriot Viper Xtreme 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1866 (PC3 15000) Desktop Memory Model PXD38G1866ELK
OS= Windows 7 Home Premium, not sure what benefit ultimate brings over HP just make sure it's 64 bit so you can use all 8 GB of ram.
If you're happy with your old hard drive stick with that, no reason to get a new one unless you need to.
Same for disk drive.
You might need a new power supply as well but I wouldn't know without knowing what it is. Total for the parts come to about $690, if that is too steep or if end up needing to replace something else you can downgrade to the card I just bought (I can't remember the exact model off the top of my head it's an XFX Radeon 6850 2GB DDR5) that is about a hundred bucks less that the card listed above after the mail in rebate. Unfortunately I don't have any of the graphics benchmark standard games to test it fully for you but it ranked a 7.8 out of 7.9 on the windows user experience scale.

So really upgrade to windows 7 64 bit so you can use all 4 gb of ram, maybe upgrade that to 6 if you're board supports it, upgrade your video card and you might not need a whole new system.
