The leap year is an exclusive mechanism of the Julian Calender. I don't think the Mayans used that one therefore they didn't use leap years.

Right.  Two different calendar systems.  It's like Imperial and Metric.  Where's the source saying the people who converted 13.0.0.0.0 in Mayan to Julian forgot to account for leap years?
