How exactly do these chips work? Are they distributed when you sign up?

Yes, I believe so. When you play someone, the winner gets a chip from the loser. At the end of the tourney, the chip leader wins the category. That was how it was when I last participated anyway, but that was 2006, so any rule changes since then I am unaware of.
