I'm not sure Merodach Worship would see a lot of play... But the Limit goes in the effect not the Identifier. I'm not sure the other card would do anything with AoTL, and Raiders already does what that Fort does, also a Capture Ability on a Fort without a real limitation is OP.

the fort only captures OT heros, and if opponent play Angel of the Lord, its discarded. its really a protect to help Babs and a raiders camp for babs. and thanks.

First for Fiery Furnace (spelling), you need to reword it, or it won't do what you intend. What you want is:
"When played, if Nebuchadnezzar is in play capture 3 OT human heroes and place in this fortress. When your opponent makes a successful rescue, you may instead release one character held here to owner's territory of opponent's choice. Protect Babylonians in your territory from capture and conversion. If an opponent plays Angel of the Lord, discard this fortress."
Now, this is way too wordy, too much is going on, and it's also too powerful. You can capture your own heroes, and there is very little beyond AoTL (in your scenario) that can return them to territory, allowing you three free blocks. Three blocks is too much, note that Raider's Camp releases all heroes held there, that is for very good reason. While there may be a restriction on it having this capture by needing a character in play, that's still not enough to balance the card.
My suggestion for this card, to condense it (only slightly, I'm afraid) and balance it out a bit:
"Protect Babylonians in your territory from conversion. During your discard phase, if Nebuchadnezzar is in play, you may remove your Babylonian from the game to capture 3 OT human heroes here unless an opponent reveals a good dominant. When opponent makes a successful rescue, instead of surrendering a Lost Soul, release all Heroes from here to owner."
This ability takes into account that the men who threw the three into the fire died, it protected from conversion (since no one wanted to defy the false gods), and also allows your opponent to stop your capture while still forcing you to pay the cost (which actually hurts), doesn't allow you to use this ability anytime except discard phase (if you can pull off playing it during battle phase with an SA), allows you to use it as a block but not as an OP 3-time block.
